You will find the L1 Model II systems give you more even volume from the front of the room to the back of the room.
The F1 Model 812 and F1 Subwoofer can be much be louder close to the stage than the L1, but the sound will drop off more over distance compared to the L1.
Reading that L1 model 2 with b2 bass is better for indoors event and/or as a monitor PA and that the F1 with subwoofer is better for live venues for 300 audiance or above (1 single system)
Whether the L1 or F1 is more suitable for you depends on what you are doing and your requirements.
What kind of show are you putting on. You mentioned a band. Do you need to motivate people on a dance floor or entertain the entire room or listening area from front to back in a quiet concert? What kind of music are you playing.

Yes you can use both and L1 and F1 at the same time. For an outdoor concert, you may need F1 Subwoofers.
Having the L1 m2 with b2 on the stage and the F1 system on floor outside the stage? Should that work, or it might need more than that?
If you are using F1 systems, you probably need two of them (one for each side of audience).
Also can you use the t4s or t8s for both systems at the same time as well?
Yes, the T4S and T8S have enough outputs to run an L1 on stage and two F1 systems.
If you are running a band through the ToneMatch mixer, you probably need a T8S so you have enough channels for your inputs.
